HUBERT H. HUMPHREY Fully Funded Fellowship Program For 2023/2024 Session- The Hubert H. Humphrey fellowship which is a program funded by the US government through the “Office of Educational and Cultural Affairs of the Department of State and the Institute of International Education (IIE)” is currently accepting online applications from interested person into their trainee program. The program provides mid-career professionals from selected countries in Africa, Latin America, Asia, the Caribbean, Europe, the Middle East, and Eurasia. This opportunity for persons to improve their professional strength by taking part in specialized programs for 10 months.

ABOUT THIS FELLOWSHIP PROGRAM

Hubert H. Humphrey Fellowship Program is a “Fulbright program” which brings accomplished mid-career and young professionals from different developing countries of the world to the United States for ten (10) months of non-degree graduate classes and practical professional experiences related to their career interest. The Humphrey program kick-started in the year 1978, it was a plan to recognize in the memory and achievements of the “Hubert H. Humphrey” who is a Late Senator and a former Vice-President of the United States. The program is structured to meet the requirements of planners, policy makers, administrators, and managers in the government’s private and public sectors, and organizations that are non-government but have strong public service commitment and have demonstrated leadership potential, commitment and service to their own country’s development.
The Hubert H. Humphrey fellowship program is focused towards providing selected applicants with a broad experience that widens their perspectives, improving their ability to take on greater professional roles , and assist them with the opportunity to build useful professional contacts. The Humphrey program is now providing a Long-Term English (LTE) language training opportunity to enhance the participation of candidates from rural areas, non-elite populations, minority groups and others who may be qualified candidates but are lacking necessary language skills for the program. LTE scholars will be brought to the United States for a 4-month pre-academic intensive program to improve their speaking/language skills. Please note that the Humphrey fellows pass-through master’s level works which are directly related to their professional needs and fields of interest but do not result in any way award a degree. They are assigned in clusters of about eight (8) to fifteen (15) institutions offering the most suitable program in their field/area of interest. These clusters are kept within a geographical balance thereby permitting interaction among fellows from various countries. The host institutions of higher learning are chosen for their excellence in the Humphrey fields and for the necessary resources and support they provide for Humphrey Fellows.

BENEFITS FELLOWS STAND TO GAIN FROM THE HUBERT H. HUMPHREY SCHOLARSHIPS

The Hubert H. Humphrey fellowship will be releasing finances to selected candidates:

  • A monthly allowance, the amount depends on the destination city

GENERAL ELIGIBILITY CRITERIA FOR THIS PROGRAM

Fellows are chosen based on their commitment to public service and national leadership potential whether in the private or public sector. Potential fellows for the Hubert H.Humphrey fellowship must have:

— Not less than five (5) years of full-time experience on professional skills.
— Little or no experience in the United States (previously)

    End July 2022: USIEF contacts the applicants about the review outcome
    Mid-August 2022: National interviews for all short-listed candidates
    End August 2022: USIEF notifies the nominees. Nominees collects TOEFL
    October 2022: USIEF will forward applications of nominees to the Humphrey Program Office located in Washington, D.C.
    February/March 2023: USIEF waits to receive the Humphrey selection cable from Washington, D.C.
    February/March 2023: USIEF will then notify the finalists
    April 2023: 4-month intensive English program starts for fellows that require a Long-Term English Training
    June/July 2023: Pre-academic training in the U.S. starts for fellows that require 8-weeks English Training (if required)
    August/September 2023: The Humphrey program kick-starts. Programs arranged for the Humphrey fellows will start in August 2023. These program occupies academic course work at the master’s level, and place reasonable emphasis on activities such as special projects, seminars, field trips, networking with professional counterparts, attendance at professional meetings and conferences and networking with professional affiliations working with suitable organizations. These activities equips fellows with practical experience in their area outside the university setting. Each fellow is to make a design of his/her individual program with the “Humphrey coordinator’s assistance”.
